About Rockingham County Partnership for Children:
Rockingham County Partnership for Children (RCPC) builds key learning and development opportunities for children under five, by leading programs and partnering with educators, families and the community. RCPC is a public, private non-profit organization, which administers Smart Start funds and services for children age birth through five and their families in Rockingham County. We fund a variety of programs and services to ensure children enter school prepared to reach their full potential at no cost.

About the Position:
Executive Director, reporting to the Board of Directors and working closely with all management committees, has the responsibility for overall administrative management and operation of the Partnership. The Executive Director serves as the chief executive and mission champion for the organization, overseeing program coordination and evaluation, community relations, personnel management, fiscal integrity, and compliance with all rules and regulations regarding the Partnership’s financial and programmatic activities.
Responsibilities:
- Participates with the Board in charting the course the organization is to take in response to developing needs of the community.
- Evaluates the effects of external forces on the organization, recommends strategic plan and long-range goals that support the organization’s philosophy and objectives.
- Informs and interests the board of directors in current trends, issues, problems and activities of children and families generally, in community needs and in the organization to facilitate policy making. Recommends policy positions of the organization concerning legislation, not for profit administrative policy and other matters of policy.
- Helps to identify potential Board members and updates long-range plans.
- Ensures the attainment of organizational objectives through the selection, development, motivation and evaluation of personnel.
- Specifies personnel accountabilities and evaluates performance regularly.
- Establishes appropriate programs and delegation.
- Leads in continued professional development of staff.
- Negotiates professional contracts, including employee health insurance, and sees that appropriate salary and benefits structures are developed and maintained.
- Monitors the efficacy of the organization’s activities through coordination with the Board, personnel and contracted staff and the policies needed to assure acceptable service delivery.
- Assures organizational operating stability by creating an environment that is conducive to community satisfaction.
- Assures the quality of services delivered by RCPC staff and contracting agencies is of the highest quality and is in alignment with developmentally appropriate practices in the early childhood field. Works closely with the Contracted Evaluator to ensure services are being delivered in compliance with existing contracts.
- Works in concert with community partners at large to develop effective and reasonable policies to ensure effective programming.
- Appropriately represents the Board to the community.
- Coordinates efforts with the community for community awareness and accountability of programs.
- Solicits funding from a variety of sources in order to meet goals of the strategic plan in an efficient manner.
- Assures the sound fiscal operation of the organization including timely, accurate and comprehensive development of an annual budget and its implementation.
- Plans for capital equipment through budget and obtains approvals for capital purchases above the specified threshold. Plans the use of physical resources of the organization and insures against physical damage.
- Arranges contractual relationship with consultants, contractors, architects, etc. on behalf of the Board in planning and facilities, finances, and personnel programs.
- Develops a resource base through creative funding to maximize quantity and quality to meet goals of the organization.
- Ensures compliance with regulations of granting institutions and contractual rules by continually monitoring the organization’s programs, service delivery and initiates changes as required.
- Works with legislators, agencies, and representatives of the community to assure that legislative and other regulatory policies promote general well-being of children and families of the community and do not place unmanageable encumbrances upon the organization. Supports state and national associations, and solicits Board and community support.
- Encourages the integration of the organization within the community by using effective communication and public relations programs.
- Listens to staff and volunteers to improve resources and generate community involvement with RCPC. Works with Board of Directors, Champions for Children Committee and staff to educate community groups concerning child and family problems and new programs.
- Represents the Board to the community and the organization in state and national associations concerned with child and family issues.
- Initiates, develops and maintains cooperative relationships with the business community and with other organizations. Works with the Board of Directors, committees and staff to organize fundraising efforts and development activities for organizational viability.
- Leverages knowledge of the community and community connections to identify special projects and/or initiatives to further the mission and vision of RCPC in collaboration with traditional and community partners.
- Fosters a smoothly functioning, efficient organization through timely and effective resolution of disruptions.
- Works to ensure sound fiscal/contract policies and procedures are in place and adhered to.
- Approves all accounts payable and purchase orders; approves recurring invoice/payment request (RIPR), except items payable to that individual; approves deposit code sheet and journal entry.
- Works with Finance Director to conduct the annual yellow book and single audit, if applicable.
- Serves as a liaison between RCPC and the North Carolina Partnership for Children (NCPC).
- Attends Executive Director Forums as well as additional trainings and/or meetings hosted by NCPC.
- Disseminates information from NCPC to RCPC staff and Board as appropriate.
- Work in conjunction with the Endowment Committee to oversee the Early Childhood Endowment Fund and submit appropriate reports.
- Other duties as assigned by the Board of Directors and/or Executive Committee.
Qualifications:
- Bachelor’s degree in a relevant field. Master’s degree in Administration, Child Development, Social Work, Public Health or other human service related field preferred.
- A minimum of five years of management and financial administration experience, including at least three years of staff supervision and evaluation.
- Experience in not for profit administration with responsibility for administrative supervision and Board of Directors contact. Early Childhood and Smart Start experience preferred.
- Excellent written and oral communication skills, strong planning and organization skills.
- Proficiency in budgeting, public relations, staff management, grant writing, and fund raising.
- Fundraising/grant writing experience and nonprofit board management experience preferred.

The target hiring salary for this position is $75,000 at this time.
