Position Profile: Executive Director

The Organization

The Cabarrus County Partnership for Children (CCPC) is a nonprofit organization with a mission to connect purpose, people and programs to ensure child well-being in Cabarrus County, North Carolina. This mission is fulfilled by assessing the needs of our community and implementing services through our 3 core activities: Health, Early Education, Family Outreach.

Part of the statewide Smart Start network, CCPC is a collaborative organization that contracts with many community partners to implement services that meet our goal of preparing children in Cabarrus County for success in kindergarten.

The Position

Executive Director is responsible for the management, supervision and operation of the Cabarrus County Partnership for Children. Reporting to the Board of Directors of Cabarrus County Partnership for Children and Atrium Health Cabarrus, the Executive Director oversees the CCPC staff and contracted services.

Responsibilities:

Organizational Administration
  • Manage and supervise the day-to-day activities of the Partnership.
  • Oversee updating and implementation of Board and Partnership plans, policies and procedures.
  • Ensure compliance with and oversight of contracting, policies, guidelines, procedures, reporting and laws for Smart Start, NCPK, NCPC, DCDEE, and other State and private funds received.
  • Ensure Partnership staff are hired, trained, supervised and perform job duties to the highest standard possible and manage Atrium Cabarrus staffing agreement.
  • Ensure Partnership funding is managed and distributed in a fiscally responsible manner.
  • Oversee administrative office contracts and leases and ensure office equipment is maintained.
  • Contract as needed with professional service providers in compliance with state law.
Board of Directors
  • Develop agendas and supporting materials for Board, Board committee and community meetings that support and accomplish the mission of the Cabarrus County Partnership for Children.
  • Ensure Board receives appropriate programmatic updates, meetings are documented, and minutes are maintained.
  • Participate in recruiting new members to the board as needed and providing board orientation to new members.
  • Comply with the NC legislative intent for the Smart Start and NC Pre-Kindergarten initiatives, and the policies and requirements of the North Carolina Partnership for Children.
  • Ensure appropriate publication, accessibility, and compliance of meetings, materials, and reports.
  • Maintain good standing with the North Carolina Partnership for Children’s evaluation and monitoring activities and acceptable Final Audit Report ratings.
Atrium Cabarrus
  • Ensure renewal of and compliance with Atrium Cabarrus staffing agreement requirements for payroll, reporting, hiring, evaluations, documentation, and management.
  • Ensure compliance with Atrium Cabarrus personnel policies and procedures, payroll requirements, staff reporting, and employee orientation, education and evaluation requirements.
  • Obtain HR approval of all positions and ensure proper documentation.
  • Maintain regular communication and quarterly meetings with Atrium and Atrium Supervisor.
Smart Start Activities
  • Oversee the annual preparation of the Smart Start Program Plan for early childhood services to be funded with Smart Start funds in accordance with the guidelines established by the North Carolina Partnership for Children and Board of Directors of the Partnership.
  • Participate in the work of the Program Oversight Committee, prepare annual evaluation reports, and ensure that all direct service providers are monitored as required by NCPC.
  • Maintain appropriate documentation of programmatic oversight.
NCPK Program
  • Serve as the Partnership’s designee as Co-Chair of the NCPK Committee, ensuring appropriate meeting notification, reporting, communication, and documentation occurs.
  • Oversee the preparation and submission of the NCPK Annual Plan, following all NCPK Guidelines established by DCDEE.
Community Activities
  • Represent the Partnership to the community, speaking to community organizations, preparing press releases and publishing articles about Smart Start, NCPK and early childhood issues.
  • Participate collaboratively as requested in activities related to the well-being of young children in Cabarrus County; serve on committees concerned with the health, safety and well-being of young children including, but not limited to, the local interagency coordinating council, Healthy Cabarrus and its subcommittees, Mental Health Advisory Committee, college early education advisory committees, Head Start Policy Council, Coming Together for Children Conference Committee, Community Child Protection Team and Child Fatality Task Force, and Chair the Cabarrus County Early Childhood Task Force.
  • Provide leadership for other community initiatives, i.e. Flex Plex, Cabarrus Share Grant Program, Affordable & Accessible Childcare discussions, Director’s Monthly Meetings, Safe Kids Meetings, Non-Profit’s ED Meeting, Greater Cabarrus Foundation Meetings and help with other non-profits, and the Local Interagency Coordinating Council (LICC).
  • Maintain documentation of engagements, articles, collaborations, and participation.
Public Education and Awareness
  • Implement the Public Education and Awareness activity of the Partnership as approved by the Board of Directors and the North Carolina Partnership for Children, including development and publication of communication pieces, conference planning and execution, and distribution of materials.
Grant Development
  • Oversee the research for, identification of, and application for grant funding opportunities that further the mission of the Partnership.

Qualifications

Minimum Qualifications:

  • Undergraduate degree (graduate degree preferred) in business administration or related business field, public administration, public policy, education, or human services-related field.
  • Five years of experience in management and financial administration with at least three years of supervisory experience.

Additional Key Competencies:

  • Experience in nonprofit or state government financial administration and management, including responsibility for developing and managing diversified sources of funding (e.g. federal, state, local, private) and responsibility for regulatory compliance.
  • Experience managing early childhood programs.
  • Experience working and convening diverse stakeholders for community impact.
  • Experience in nonprofit board governance and working with governing boards.
  • Experience fundraising and successful grant writing for the nonprofit sector, participation in community-wide committees or projects, and public speaking experience.
